Have you ever looked beyond the outer layer of leaves (below the outer "shell" of leaves) on bushes that get hedge trimmed? Usually most of the leaves are on the outermost layer of the plant and usually there is dry and possibly dead wood that can be a fire hazard below them and very few leaves. This is not great for photosynthesis or fires.
Many of the bushes in this photo mature around six feet wide and six feet tall so whoever chose them to install at this house probably was not considering how costly, noisy and how frequently these bushes would need to be hedge trimmed or they wanted to make money from the ongoing need to hedge trim. Many HOAs send violation letters if hedge trimmed bushes do not look like these.
