Nevada law requires that most "for hire" companies who advertise they apply herbicide and apply it need a license. Each individual who sprays for weed control also generally needs a license.
For many landscaping companies it is the C6 license issued by the Nevada Department of Agriculture . There are even testing and other prerequisites to get the license.
It is NOT included with any other license and most companies and people do not have the license.

3. Making estimates or bids, whether written or oral, concerning the infestations or infections.
4. Submitting bids to perform any work involving the application of pesticides for the elimination, extermination, control or prevention of infestations or infections of those pests.
“Immediate supervision”…means supervision by a licensed applicator who is present and responsible for a person applying a pesticide…
requirement is met by having a licensed applicator on site with visual and verbal contact with the unlicensed applicator during the application.
“Immediate supervision” means that a supervisor who is licensed pursuant to NRS 555.2605 to 555.460, inclusive, is physically present at all times while an applicator trainee is working.
(must have) public liability and property damage insurance… For some insurance companies this is different than for landscaping work.
"means the primary principal of a pest control business who has been designated by the business as the person responsible for the daily supervision of each category of pest control conducted from a location of the business. "
To become certified in Nevada applicators must pass an exam which is administered by the Department of Agriculture.

The cost of spraying will take into account how long it will take to do the work, what prep work needs to be done, and how much and what type of herbicide is used. Sometimes more than one application is needed.
There are some granular herbicides but they need to be activated by water and considering when and how much water we get from rain can affect if and when it gets activated. If can get blown out of the landscaping into areas it is not intended for and or activated when it is not needed which is pollution and wasteful spending. Granular fertilizer has a time and place for when it is / should be used and we assess each property on a case by case basis.
Each herbicide has a different amount of time till it can be "walked on". This information can be found on the label on the bottle it came in which can sometimes can also be found on the internet. Applicators should know this information.
Unwanted growth like weeds and grass do not always get taken care of in a timely manner and sometimes playing catchup is needed.
Some people want immediate results and will pay for pulling unwanted growth by hand and then applying herbicides to kill the very small unwanted growth.
Sometimes customers choose to have a line trimmer / weed wacker used to reduce the height of unwanted growth because it is less expensive than picking by hand and then have herbicides applied. There is a risk when using a line trimmer of kicking up rocks which may break windows or put dents in things like cars or stucco so there is a risk there some people are willing to take. Many times hand pulling removes more of the unwanted growth that can be seen.
This carries a small amount of material when compared to the other methods.
This typically carries more material than a hand sprayer but less than truck mounted.
This type of set up typically carries more material than other options but can not access certain areas.
